CFC meeting notes 11.16.01

Redevelopment Agency

 

Land Use Committee Meeting 11.14.01- Jim reported 4 CAC members present, Lennar did a power point presentation, this was the first in a series of workshops at the committee level.  Jim reported the major themes residents raised were jobs and cleanup. ARC provided the handouts from the Committee meeting.  Saul reported major issues the City has is with stormwater/sewage, housing, jobs, and phasing. A second Land Use meeting is planned but no date giving

 

NEXT: In Jan. 2002, the Agency plans to bring to the Commission a " concept" of the direction for approval.   The Plans would be approved by summer

 

Public Records Request- CBE‚s attorneys filed a request to review Lennar documents pertaining to marketing plan, land use, community benefits, market analysis, and infrastructure. The Agency has agreed to alow CBE review matrial.  On Mon. 11.19.01, Lynne, Mike, Don, and Eve, reviewed the material and the Agency provided the 207 pages we requested.

CBE will provide copies for CFC members.

CBE will have them at the 11.30.01 meeting, if folks want them before, contact Mike

 

Request for Qualifications- Discussion was focused on if the CFC should aplly for the contract.  The Agency is looking for a contractor to work with the CAC and the community to develop a community benefits package.  For more information refer to 11.6.01 CFC notes.  After much discussion a vote was taken- 10 votes said yes the CFC should go ahead, 3-votes from 11.6.01 meeting no.

 

NEXT:

CBE legal team will review the terms and conditions for the contractor

Don will officially register the CFC

CFC members will talk with other potential contractor about their interest (R. Woods, BDI, Just Economics, Gus Newport)

CFC reps will attend Nov. 30 meeting with the Agency at 9:30am at Dago mary

 

NAVAL CLEANUP UPDATES

Committee Reports-

            Economic- Jesse reported issues with Astoria Metals and NAVSE INC. who have been hiring noncertified workers under prevailing wages and charging them for training.

Jesse will contact J. Pelosi and try to meet before RAB and invite NAVSE to RAB meeting

CFC get regualtions on amount cleanup funds required allocated to local businesses

            Technical- no members present NEXT: get update on issues from Chris

            Risk Management- Meetingat 5pm 11.13.01

            Membership- Meeting 12.13.01 at the library 5-7pm- issues to be discussed include: by-laws, co-chair vote, job description, positions, applications (11 outstanding)

 

New RAB regualtions out, which give Base Commander the opition to close down RAB, only if regulators signoff

 

Navy Emergency Removal Actions- Is the newest attempt by the Navy to sunvert the community.  Emergency actions require no input, feedback, response from general public, require no local hiring and it is assumed a large portion of the year 2002 cleanup budget(50.6 million) will be spent on "emergency actions"

 

Bins behind Bldg #101- Dillard Trucking Co. NEXT:  Ask Chris if Class I soil

 

Drydock #4- ARC is talking with lawyers and will have meeting after Turkey Day

Parcel B -Prop 65 cases, ARC will get report from S. Allen

Plans to expanded the sewage plant will be presented on Wed., Nov. 28, 7pm SE Campus
