Parcel B:
Explanation of Significant Determination (ESD) came out 12.14.01
Navy proposed changes:
- Encapsulate 2000 feet of shoreline on Parcel B. The original plan was to excavate and haul away- Navy estimates saving of 5 million dollars
- Navy wants to use soil vapor extraction (CVE) to clean soil under building #123 rather than dig and haul, Navy estimates 5 million dollar savings and building would not be demolished
CFC reaction to Navy’s proposal to putting concrete along shoreline is of concern about liquefaction and if contaminated soil gets into Bay and exposed. CFC also concerned about fugitive emission from vapor recovery.

Shipyard Radiological Assessment Document: was to be released in Nov. ’01 and than Dec. ’01 has been delayed until February 2002.
TetraTech is conducting the Navy’s data gaps work plan, which includes:
a. rip-rap characterization( rocks around) around landfill-soil sampling will start 2.14.02
b. defining the extent but not the contents of the landfill
c. landfill gas monitoring using CA regulations will begin in 2 weeks
d. liquefaction evaluation of landfill
e. characterize small arms range ( lead)
f. wetlands delineation- Tetra tech will determine if viable or not, if wetland is viable require more clean up
Landfill cap closeout report: Navy does not want to finalize report so the Navy can keep removal action open and extend cap.
NEXT:
The BCT meets the first Tuesday of each month and comprises of the Navy, regulators, and more recently the City and ARC Ecology. These meetings provide a wealth of information and a level of detail that seldom ever reaches the RAB meetings. ARC acts as a ”fly-on-the-wall” and says very little at the meeting, but gathers great information for all of us.

The Navy is revisiting the MOA it signed with the City in November 2000, this past November the Navy met with City about transfer of the Shipyard and clean up. On 1.09.02 the Navy and the City will be meeting again. Early transfer is on the table for discussion.
Early transfer example: $300 million for clean up, Navy can guarantee 25 million in 2003, 25 million in 2004, but legally Navy cannot commit to future funding. On the flip side the Navy would be out the picture and City in control
